An investigation has been performed, in order to establish the causes why the LNG-plant in Risavika, Rogaland has been accepted by all relevant authorities without a proper case procedure, according to the regulations for hazardous industries in Norway. The investigation has focus on barrier failure, i.e. those societal administrative measures that shall prevent a facility from being accepted in an unsatisfactory manner for neighbours. All the barriers that shall prevent a local society from being forced to accept an unreasonable risk level have failed. The report, in Norwegian, may be downloaded here.
